You will create your gardening environment by layering items such as newspapers, mulch and other items that are good for your particular location.  These could be grass, hay, straw, etc.  You will be amazed at how quickly you are able to build up to 18" and have a gardening area ready for planting.  You will have the optimum growing conditions that require less water than normal gardens.
