If your soil is clay, it retains nutrients and moisture well, but doesn't drain very well. Adding an amendment of wood chips or bark will help break the clay up so that it will drain better. Adding an amendment will help your grass to receive all the nutrients from your fertilizer, while allowing water to drain properly.
