Q: What is it? In my young pine tree near the lake.
A: One of the Cronartium rust diseases. Maybe Cronartium quercuum.
Although there are several kinds of rust diseases, I lump them all together as “fusiform rust”.
The only treatment is to remove the gall.
If it is allowed to remain on a pine tree trunk, the tree will eventually snap off there.
