Answer
I wrote you an answer, but it is still out there in cyberspace. So, I will try again.
The fact that they are both kept in the same conditions, says that it could be, a poor plant, poor soil conditions, Or a tired plant. These plants do not always bloom continuously. They take breaks. So if you are seeing new leaf growth, and when you pull the plant out of the container, the roots and soil look healthy, then you need only to wait, and it will start to bloom again. But then the other one may stop. . . .
You can put a bloom fertilizer on it now, while the weather is cooler. If the temperature gets over 95 degrees, don't put any fertilizer on them. Find a quick release fertilizer, that is mixed with water. 0-10-10 ratio is best. Read the directions carefully before applying.
These plants like to be a little root bound in there containers. So, only pot them up, if they begin to loose too much soil around the bottom of  the roots. Then only go to the next size bigger container. They will not do as well, if the container is too big.
The more sun they get, the more they will bloom.
