AnswerI checked in my handy Sunset National Garden book for the zone in DE. You are in zone 32.
There are two kinds of Loquat. The E.deflexa that is hardy in zones 8-28. and E. japonica hardy in zones 4-31. So if you try to grow this plant, you will need to give it plenty of protection, and hope that a hard freeze doesn't kill it. It is considered hardy to 20F but has survived 12F. It will not fruit, if it gets too cold. The fruit is the first to freeze.
If the hard frost hits in your area, it could get down to 0 F. If you plant it in a large container, that can be moved into a garage for protection, it would help. It can be held in a container for several years. Then planted out. The larger tree should be stronger against the elements then.
I would wait until spring to ship the plant. That will give it time to get established, before winter. Keep it watered, so that the roots have a chance to grow well.
