what is the huge green worm on my bell pepper plants. he eats the leaves.

Dear Danielle,
We always called those tomato worms, although they show up and feast on the leaves of many plants.  I pick them off and feed them to my chickens.  Be careful, though, they often have a sharp, spiny stinger type prominence.  Dusting the plants with Diatomaceous Earth often keeps them away.
Hope you get rid of the pest.
