You really can harvest them anytime, but if you are planning on storing them, wait until the plant dies back. Then leave them in the ground for up to two weeks - as long as the ground doesn't freeze. That gives them a chance to "cure", that is the skin dries out and thickens, which will give them longer storage ability.
