They may simply be later beans. Check your seed packet or catalog, if you used one, and compare "days to maturity". Did you by any chance fertilize the beans? If you gave them a high nitrogen fertilizer, that would cause them to be all vine and no flowers.

QUESTION: Days to harvest from sowing are 60, so it isn't that, but I bet it is too much fertilizer. I mixed in steer manure with the soil before planting all the veg. Have given them fish fertilizer since also. They are planted in a raised bed garden along a wall with lots of other veggies. Is there any hope for them this year do you think? Karen

Why don't you try cutting out the growing tips? Maybe this will force them to set flowers before the weather turns too cool (does it get cold there?). You could also give them a little liquid phosphorus, but even in liquid form it is usually a pretty slow-release element.
