QuestionI am moving from Glaveston TX to Spokane Washington. I like to grow peppers and I understand June willbe the time to plant them up there. ANy advice on how to grow that far north?

You may be disappointed coming from a warm state like Texas, especially if you plan on growing chilies. Culture would be the same, but you will have to start them later, as you know. Choose quick maturing varieties, hot peppers won't attain as much heat in WA as they might in Texas.
The only other advice I can give you is a way to ripen them. If frost threatens before your peppers are ripe, I have had some success with pulling the entire plant up and then hanging them upside down in my garage. Sometimes some of the peppers mold or rot, but usually most will ripen. It works with tomatoes, too - just don't expect to get full flavor out of either.
