My best guess is that your fertilizer my be improper or not enough. Peppers do not like a lot of nitrogen. Try using a good organic fertilizer. Normally a chemical fertilizer of 15-15-15 is good for peppers.
I am assuming that the peppers that do develop are small and not good. This also me be a result of nematodes around the roots. Take a look at the roots of one plant and see if there is a white looking fungus attached.
