QuestionI have a healthy tomato plant making lots of flowers. Some of the flower buds appear to be "snipped off". I assume its some kind of bug or worm but I can't find anything.

I have two thoughts on this subject. It may be a small rodent, in which case, cayenne pepper sprinkled on the plant should keep them away. The other matter is the worms that do find tomatoes especially this time of year, are very difficult to see on the plant. They match perfectly. If the leaves on the branch are affected when you notice the buds disappearing, check the underneath side of the remaining leaves for one of those fat green worms.
Those are my two thoughts. I hope one of them helps the situation.
