Questionwhat is the best way to arrange a vegetable garden.
AnswerI assume you are asking about where to place vegetables rather than how to physically set up a garden. You always want to place the smaller vegetables in front and work back to the tallest. This enables the sunshine to reach all of the vegetables. I also prefer to keep all of my root crops, such as beets, radishes, and carrots, in one section; my leafy vegetables such as lettuce, spinach, and chard, in another section; and my fruit producing vegetables such as peppers and tomatoes in yet another section.
I also am a firm advocate of square foot gardening. This method utilizes every square inch of the garden by eliminating rows. This method allows you to plant the vegetables much closer to one another which in turn maximizes your space and overall yield. This requires separating the beds into 4' wide sections to allow easy reach into the garden. I also use 12" raised beds to improve drainage and improve the fertility of the soil.
There is no exact science on how to lay out a garden. Every gardener has their own preference. But if you follow the guidelines I gave above, you should be successful.
Good luck, and please write again if I can ever be of assistance.

Mike
