Appears you have an electrical issue. Make sure you have power, check the fuse if have one, check the transformer it should give 24 volts

The solenoid at the valves needs at least 24 volts to fully open the valve, if you have less than 24V it will no open completely. Measure the power at the controller ports(red lead at the zone port and black lead to the common port) while operating the system. If you get less than 24V, the controller is damaged, if the power is OK, check the power at each valve while operating, if you get less than 24V in all valves, the problem could be the common wire (white), and needs to be replaced.
