A HOA's water is shared with the city of SSF. A city meter was recently installed in SSF and the water shared with the HOA there was cut off. Before the connection to the water supply can be done by the water district, they need to know the GPM needed. How do I find this info? Please help.

Really you gave to little information. I assume you are meaning a water connection for the HOA irrigation system. Is this for the common areas or will be used also for the houses?
First in the draws for the HOA system should says how many GPM the system needs. But if you does not have it, you may do an educated guest: Look at the bigger irrigation zone and count the sprinklers head and the rotors. Multiply the number of heads by 1.85=GPM (spray heads),number of rotors by 3.09= GPM (rotors), add the two results this will be the needed GPM.
