Question
I installed another manifold/valve system and when I turn on the water, water comes out of all the sprinkler heads but the spouts do not spring up. The heads will stay on until I turn the main water off.

Your issue is with a valve. Check to make sure that they are in the closed position and that if they have a bleeder screw that it is snug as well. If you still have an issue you will need to check the diaphrams of the valves to make sure there is no debris in them. The issue is hydraulic and concentrate on the valves.
