Question
Recently we attempted to utilize another zone control in Toro Vision 1 panel for a drip system to pots on our deck. After turning the new zone on and off to adjust the new drip system water flow the main valve for the new zone appears to be stuck in the "on" position. The other four (4) of the zones are still working fine.

I moved the small control wire to another unused zone in the Toro panel to see if that would operate/close the valve but it did not.  Would you please recommend the next step of trouble-shooting and repair?

I'm assuming you just installed the new valve. It is very possible you inadvertently got a bit of debris in the valve and it is holding the valve open.
Your resolution is to open the top of the valve and give it a flush.
