Question
I have 4 zones. Zone #4 is coming up with every other zone. When zone #4 comes up up itself, the pump starts recycling. I played with the selenoids to see if they are bad, but same results.

The wiring could have gotten mixed up as the last guy who came over to fixed the problem didn't seem to know what he was doing.

There is either a problem with the wiring or the controller.  First, check all the wire connections both at the controller and at the valves.  Make sure all the valve connections are waterproof.  If no results with this, test the station by removing the wire for #4 from the controller and try it on another terminal.  If the problem is solved, then you probably have a problem with the controller.  If the problem remains, then the valve is the likely culprit.  I would just replace the valve, its almost as cheap and much easier than rebuilding it.
