If you know where the irrigation system ties into the water supply, check to ensure the valve is open. If the point of connection for the system is still part of the old supply from the city/town (outside)and not reinstalled, it could lead to no water for the irrigation system.

QUESTION: It's none of the above. I hooked up a hose to my house from my neighbor when
disconnecting the city's supply. Even then there was no H2O to the sprinkler

I can't see how a backflow would stop positive flow - although anything's possible. They tend to dump water instead of creating a vacuum. The sprinklers would provide adequate venting as soon as you open any valve in the system because the laterals generally are not air-tight.
OK let's look at a couple of possible issues.
My first assumption is that since the service upgrade, your water supply is good, if not better than it was. Second assumption is that your irrigation system's point of connection is directly connected to your water supply downstream of the upgrade. Third assumption is the isolation valve which supplies water to the irrigation system from your house plumbing is functional.
Here are a couple questions I need confirmed once you open the isolation valve - Have you tried to open the solenoids by hand? If so and there's still no water, do you have a master valve connected to your main line? It will be the first valve directly downstream of the point of connection to your plumbing. Is it open and does it operate with your controller? Try opening the master valve by hand and then a zone valve by hand to see what occurs. If you get the zone to operate, and operation from the controller doesn't work, you may have a wiring issue.
If it doesn't provide any results, and you're confident the point of connection has water and the isolation valve opens properly, there may be something in the mainline pipe itself blocking the flow of water or a kink in the main line is also possible.
