Shallow Well problems

Question
I need help.
I wanted a well so I went to Lowes and bought a 1 1/4 x 36 well tip and approximately 26 feet of pipe to go with it I used drive couplings to prevent the pipes from breaking as they did the first attempt at driving the well because I didn抰 use the couplings.  After driving the well to a depth of 14 feet and water just 8 feet from the surface of the ground I figured there was enough water to hook up my pump.  I set up the pump approximately 8 feet from the well and inside the garage.  Taking pains too make sure there were no leaks because I knew if there were I would be drawing air and it would airlock the pump and nothing would be produced from the well.  I put a hose fitting at the top of the well so I could prime the well and the pump to the spigot at the same time.  I thought this would be a good idea.   With the garden hose hooked up to city water I turned the valve on at the top of the well and opened the spigot to see water running out through the pump and onto the ground.  I turned the pump on and the volume increased even more.  I was excited that my pump would definitely pump water out of my well.  Turning the water from the city off I stood and watched my stream from the well pump spigot go from full force to a trickle and the pump laboring to draw water out of the well.  I repeated this process a few times with no luck.
I stood back, scratched my chin and started thinking of all the things that could be wrong.  I figured I didn抰 have enough water in the well so I decided to go down another 10 feet.  Now with the well at 24 feet and the water in the well still at 8 feet from the top of the ground I hooked my pump back up and with the same process as described before with the same effects.  Nothing.   Thinking my pump must surely be bad I purchased a new pump, hooked everything back up with the expectation that I would soon be producing water from my well?nothing.   As I was looking at the set up from the well to the pump I determined that I had air in the line from the well to the pump that I couldn抰 get out.  So I reconfigured my pump to be higher than the well so all the air would escape through the pump and out the spigot.  I was really excited because I thought I had the problem finally solved.  So I called the wife and kids and had them standing around watching, went through the same ritual of priming, letting the pump run, and then turning off the city water and then? Nothing.
I have taken a garden hose and put it all the way down the well to clean the tip.  I have let the hose run with the pump and spigot off to back pressure the well.  I can actually feel the water running into the well when I touch the hose.  So I don抰 think the  tip is clogged.  I am at my wits end.  I don抰 know what else to do.  I have 16 feet of water in the well and can抰 get a drop of it out to water my grass.  Where do I go from here?

Answer
You may want to take the suction line out of the well and make sure that it is clear.  Also, depending on the type of pump that you have, you may need a foot valve at the end of the suction line to maintain a head of water in the line, and produce the "jet" effect that is needed on centrifugal pumps.  If all else fails, a call to a well service person should solve all.
