Question
Just purchased a house for investment/rental purposes with a 1990 Model 189-66-01 Toro  Vision irrigation system.  No manual to be found with it and am unsure even how to test it to determine if it works, would like to at least test it out - can you help?

I am not familiar with the Toro Vision controller.  I think it is a combination electronic/mechanical type.  There is probably a setting for "manual operation" somewhere on the controller.  Look inside the door or cover and see if there are some instructions.  Unfortunately, it seems as if the Vision is a discontinued model.  If you arent able to figure it out, you may want to haave a landscaper help you with it.
