Sprinker valves submerged

We hired a landscaper and he installed our new sprinkler valves right where the land is grated to drain.  The valve box takes on a lot of water and the entire box and valves are submerged in water.

Is this an issue?  He says it's not and that even some valves are buried under ground.  I suggested relocating the valve box further up the drainage line so that the water just passes over the box.  He said that moving the box would not help.  I don't see why not since the land is grated at a slope but I'm not a landscaper though it makes sense to me to move it.

I have a 2 year warranty on the work so it may not be that big of an issue.

It will not harm the valves to be under water. the wire connections should be waterproofed and that is a good way to test them out for sure. Ideally,you would like to see the valve box dry and not in a low area where they fill with water. I personally do everything to avoid puttting valve boxes in low areas like that. If you can talk the guy into moving the valves that would be nice. I can not say whether it is part of the warrranty you got with him. Also, if it a self draining system they may need to be in the low area to drain the pipes. I guess try not to make to big an issue out of it and ask if when the guy gets some spare time if he could move it or drain it some how. Jim
