QuestionI am in san jose california. the weather can get to a frosty 38 degrees a few times. Is it okay to plant shrubs trees plants and sod during the winter months? And is a Queen palm okay to plant next to a fence with a house on each side? and there is a new walkway right next to where the palm will go, will roots be a problem?

In general this is my favorite time to plant & transplant. The cooler temps slow the plant growth way down, so the stress of transplant isn't so great. Usually there's more rain at this time of year, so good soil-root contact can be established before warmer weather starts putting demands on the roots.
As to Queen palms (any palms in fact) I don't have any experience with them, so I can't give any advice.
