I have a garage going up in my 50 x 59 back yard.
Slab on grade. It's going to be 4' from the fence on the left side and back. The problem is, my yard slopes 2' from left to right and the slab is sitting about 2' above the existing lawn on the right side and 1' on the left.Other than putting in about 20 loads of fill to bring it up to level what can I do to "disguise" the slab wall and make my wife happy again?

When I've got something that could be considered unsightly, I either distract or cover.
Distracting is putting in something eyecatching and obvious that draws attention away from the slab... like a new bed for your wife's new flowers and attractive shrubs which you thoughtfully buy. It would be near but not next to the slab wall. This has the advantage of keeping the wall clear for easy access for painting, etc.
The load of dirt and releveling is one option for covering, although labor intensive. Less strenuous would be a foundation planting...a row of something along the wall. I would probably go with a dwarf shrub of some sort, like dwarf boxwood, or one of the lower growing varieties of Nandina like 'Moonbay'. Dwarf, to keep them from becoming a maintenance problem. I'm not sure what plants would be hardy enough for your climate, but a local nursery would know.
A combination cover&distract move would be a bed along the slab, perhaps bordered, at least along the wall by a short decorative fence. The bed could be your wife's new rose bed. Get it ready and fenced now. Cheap rose plants are available late winter, early spring.
Another combo planting would be to espalier a fruit tree or climbing rose against the wall of the new garage. This takes more work, and won't provide much immediate cover or distraction for a couple years, though.
