Over time, asphalt does break down. The binding material can become brittle through exposure to the elements, and the gravel that it holds together will start coming out (you'll notice loose gravel on the surface), and it can stop flexing and start breaking (you'll notice cracks).
Sealing can stall this process to some extent. Blocking out sun and rain helps. But the cold of winter does its job too, which sealing can't keep out.
So, help...yes. Makes asphalt perfect and permanent? Nope.
