Hi there!

First of all, you have to make sure that the soil has been really compacted and leveled.

Depending on the size of the stones, it would be better if you could use stone dust to set them.
Large sized stones could be set in any soil with a good mix of sand and clay.

Do not set stones in any soil with a high content of organic matter. In time, that organic matter would decay and your stones would move.
