Question
How do I start a garden filled with flowers including a rock bed and waterfall?  I have never planted flowers in my life, so please be specific.  How do I fertalize grass and keep it up to be fresh green grass?

From your question I am assuming you want it all for your garden :)

First, before you buy any plants, go to the library or local bookstore and find some gardening and landscape books.  This will help you decide what you want, not what I think you want. Same goes for the waterfall, you need to decide what kind you want.

Keeping turf green and fresh looking requires three things:  proper mowing, fertilization, and lots of irrigation.  How much turf area do you have?  You may have to mow at least two times per week, depending on the type of grass you have.  Without knowing how large your yard is, type of grass you have, willingness to spend lots of time working in the garden, etc. it is difficult for to make sensible recommedations.
