QuestionHi Richard...
I have recently purchased an "easy access" storm shelter...accesible for wheelchair users. My problem is selecting the proper ground cover for it. It is an above ground shelter with a 40 degree angle on both sides.(dirt)...thus making it impossible to mow...I would like a very low growing ground cover ... preferably something I can start from seed and one that remains green through out the entire year. Am I asking the impossible? (Keep in mind I'm about as afraid of SNAKES as I am tornadoes!!!) I live in central

Answerplanning is the key.
make an overhead view drawing of the area you are working with. freehand draw the shape of the storm shelter, existing trees & shrubs, patios, etc. take measurements (length, widths, sidewalks, beds, etc.) and show them on your drawing. make a few copies of this to work w/later. look at other landscape sites that are similar. this will give you some ideas for your project.
visit a few local garden centers/nurseries to find someone knowledgeable on landscape matters. take a copy of the drawing w/you. buy your products from them & they should be glad to help you design and educate you on how to install and maintain the plants. ask them to name the appropriate size & type plants for the areas you want to plant up. they will recommend soil amendments and other products(mulch, fertilizer, etc.) to help you be successful and get a good looking landscape.
