Preventing plant in common area from coming back

I've spent the better part of the last 4 months removing English Ivy from the beds surrounding my patio which had originated in the common area landscaping of my Southern California HOA and ended up replacing a large amount of the soil in order to plant various perennials. The problem is that once again, the English Ivy in the common area is growing new leaves and fast. Is there anything I can use to DIY a root barrier while holding down the cost? My HOA rules don't have any restrictions regarding this sort of in-ground structure, only above-ground permanent fences are addressed and prohibited. Any suggestions? The area concerned is "L" shaped, I have provided pictures of the longest portion that is along a shared outside wall.
