QuestionWe have a seasonal home in NE Pennsylvania that is lake front. Our side yard was built up to accommodate the septic field. it then slopes down (rather steep in spots) and ends at the property line next to the neighbor who does not maintain the lawn area. Consequently all of her weeds and lawn grow into this hillside and I am now overgrown with it. We are only there on the weekends and are tired of trying to keep it looking nice. I would love to make a retaining wall but township code says I can't..9 feet from the property line only and that would put it in the middle of the septic field.
What can I do to build up the property line area high enough to stop the growth from spreading and then how can I make the entire sloped area weed free? I was thinking of tilling the entire area (22' long and about 6 ' high) then putting down weed barrier and then mulch or stones of some sort.
Any ideas would be greatly appreciated...

I suggest the following:
Plant cover to block the growth of the weeds.
Herbicide.
I would not waste time or money with weed barrier as its a losing battle in the long run. Tilling can actually stir up more weed growth.
