AnswerYou can set tile onto concrete using either outdoor rated epoxy or thin-set mortar, if you find glazed tile that meet your needs, in terms of size %26 color.
I would caution you regarding a transition from the concrete surface to the tile/playing surface - don't want got create a tripping hazard.
