Since the cypress is an evergreen, it's always growing. However, growth is slowest in the winter, so that's when I would trim it. On the other hand, though, if it's overgrown, then it won't look it's best after you prune it, so if you prunted it in the spring or summer, it will grow faster to cover up the drasting pruning that you do.
