"Hi,
We planted three japanese maples about two years ago. We are watering them about once a week. They are not doing very well. We cant figure out if we are watering to much, to little, or if something all together is wrong. I have attached a picture, taken on 7-11-09. We live outside of Baltimore, MD. Any help would be very much appreciated."

Ok, I get the feeling that you have maybe been overwatering your maples because I can see a slight chlorosis (yellowing) of the leaves from the photo.
This happens when Nitrogen is not easily available to the plant and can be caused by several factors; overwatering, an unbalanced pH (acid/alkaline level) or even drought conditions. Therefore, I would reccomend watering a little less, treating with an N.P.K fertiliser and mulching with a low pH (acidic) peat and fertiliser, similar to those used for hydrangeas! Japanese maples love high pH soil and this can assist Nirogen intake ... try it, you'll be fine I'm sure!
