i have a problem with my concrete on the side of my house hole after hole pops up on the side of it and then it lets in water to the basement appartment i was wonering if i could lay some pvc tube in the ground to lead the water to the sidewalk and would it work??

Do I presume correctly that the concrete on the side of your house is a walkway? Or is is the exterior vertical wall of the basement?

What you're thinking of is a "French drain" and they do work well, but I think you should address the concrete issue first, especially if it is the exterior vertical wall of your basement.

A good general contractor should be able to point you in the right direction.
