I want to know if there is a landscaping fabric that will help keep mulch on the hillside.

Landscape fabric is generally made to go over soil and under mulch. Most fabrics will not hold up in direct sun light and need to be covered for long term. However, if you wanted to apply a "jute" net or some form of 'organic' fabric to ONLY temporarily hold mulch until plants took root there are many products that you could use.

Most commercial landscape supply houses will carry these products. Otherwise you may have to order them. Google "jute net" or look for "burlap netting" to find sources in your area. Some home stores may carry smaller rolls. Note however, this netting will not be good for holding mulch on a slope for an extended period. Most net begins to break down soon after installing it and is completely gone in a year or two, so plan to plant the slope with ground covers and shrubs or trees to protect it.
