Answer If I understand you correctly, lime applied to the soil will prevent any plant from growing on that area ever again.
That will not happen.
Lime reduces the acidity of the soil. This is the same as raising the pH value.
If you alter the acidity (up or down) of a piece of land, you can certainly limit the species of plants that will grow there.
Mother Nature hates bare ground. Sooner or later something will grow there.
