Question
I live in New Jersey and would like to no witch product I should use for the best result.  Should I apply Scotts Halts or Scotts Halts with fertilizer which is what I used last spring.  Is there a difference in the strength of the product.

You are talking about two different products.
Scotts?Haltz. This is a pre-emergent product which will prevent seeds from germinating. It will do nothing on plants which are already growing.
Fertilizer with Haltz® is a fertilizer blend with the pre-emergent blended in.
So if you just want to grow a good lawn, use a fertilizer blend that is approved for the area in which you live.
