I have this tree/weed growing and it is about 2ft tall. I have attached pictures of the front and back sides of the leaf. Right now, autumn, the leaves are changing to a beautiful gold/red. The brown bark seems to be a little fuzzy. My neighbor had one growing in his yard about 6 feet tall and the thing was pretty with the leaves giving a "fern like" look during the summer. I live in the Philadelphia area. The roots are runners.
Answer From what you write, I would guess that it is some sort of larger fern. You can google larger ferns (as I did) and see if any one matches the specimen in your neighbor's yard.
Incidentally, it is fairly easy to decide whether a plant is a tree, shrub, vine etc.
On your property, you will decide whether it is a plant that you want to keep or discard.
If yu wish to keep it, you can grow it where it is or dig it up and place it somewhere else, in a container, etc.
If you decide to discard it, then you have decided that it is a weed.
