How to fix my terrible soil

I am buying a home that has a yard with most likely terrible soil that is filled with spotty grass and rocks.  There is also a medium sized tree that I would like to have removed.  I like in San Diego, what would be the best way to prep the lawn to plant grass along with some bird of paradise plants and a variety of palm trees.  After I have the tree stump removed would the roots cause any problems?  What should I do to get the soil ready?

RonMowers.com. Usually you need to have the soil tested to determine fertilization needs. Once youve done that you should till the soil about 4 inches deep. You may want to ad the fertilizer  and seed as you till to mix it with the soil. Water the soil 15 - 20 minutes 5 times a day until you can see growth of grass. Then water twice a day. Morning and evening. Allow grass to grow 4 - 6 inches before cutting. Cut grass at about 4 inches until it is well established. The times that you are involved with the grass depends on the weather conditions. Don't over water (soak) the lawn. This may cause fungus. Good luck
