Preparing an area for hydroseeding is pretty much the same as preparing for any kind of seeding. Hydroseeding is simply a method of planting grass seed, and has no special properties beyond that. If the soil is lousy, the resulting grass will be lousy.
I would first recommend that you spread some good topsoil over the area at least 4 inches deep before trying any form of planting, whether hydroseed, sod, or any other method. For seeding purposes, I'd recommend Bermudagrass, which can be planted when the temperatures are in the 80's. You live in a warm climate and you need a grass that can withstand the heat and sun.
That's about all I can tell you here without an on-site analysis. Just make sure you are prepared to water diligently once the seeding is done. The seed needs to be kept wet consistently, to the extent that you can do this.
