QUESTION: Yes, it can be moss. But I do not know.
AnswerIt probably is moss, in which case, you'll need to rip it out and apply limestone very heavily before re-seeding with a more shade tolerant seed. Get a steel rake and rough up the soil once you've applied the limestone so that the limestone gets down into the ground.
This should take care of the issue. If you're still having problems in a few months, write back and let me know what's going on. We can take it one step at a time.
