Make sure the peanuts are 100% compostable. A product claiming "biodegradable" implies that it will break down when exposed to the elements. This sometimes allows manufacturers to put plastic in the product, to the human eye it will appear to go away but microscopic synthetic particles are left behind in the soil. Small enough for earth worms and other soil organisms to ingest .
A standard for "compostability" ASTM 6400 refers to products derived from organic origins that our completely compostable.
If they are indeed compostable try your shredding idea on a small test area and also include some in your compost pile and verify for yourself safe and satisfactory results.
