Can I plant tall fescue grass this time of year(late November) in California(zip code:91351)? If not, when is the best time to do it?

Answer
You're on the verge. Canyon Country is barely warm enough now for Tall Fescue seeding, and it's likely to cool off a bit more as Winter approaches. I'd say that you could push it, but make sure to be ready to water diligently for the next month or so to really prod that seed into growing quickly before it gets too cold. It looks like things might even warm up into the low 80s in the next few weeks, which should help.
