Questioncan i still plant grass seed so in spring time it will start growing,i live in hayward wisconsin, nw wisconsin,i would like to put seed down and cover with straw so come spring"mud season" it will be down and start growing,it is starting to get frost/freeze at night, 45-55 degrees during the day

Sure you can. A lot of the seed will begin to sprout in the spring as temperatures rise.
Go a little heavier than you otherwise would though, as some of the seed might not make it. Make sure to till the seed down into the top 1/2 inch of the soil otherwise it will be too exposed to make it through the winter effectively.
