What is the best month to add soil for my yard? I have St. Agustine grass in live in southern texas. Please Advise?

Anytime.
If you are going to add 1 inch of soil, let the grass grow 1 inch taller than your mower is set to, lay down the soil and rake it evenly, then water it thoroughly to hlp it settle.
You can add as much soil as you want, as long as part of the grass blade it above the soil, so it gets sun.
I have put down soil when the temp was over 100.
I live in The Dallas area.
As long as the grass can get some sun, and you water deeply, you will grow a nice lawn. I have St.Augustine too.
When you add soil, and water, it will cause the grass to send out more runners, so your lawn will thicken up.
