AnswerMatt:
I can only make recommendations from dim memory of living in Cleveland, OH. I have practiced in the southern US for almost forty years now, and have little first hand knowledge of your latitude.
I would imagine that your grass choice is bluegrass, bluegrass and some fescue mix. I would check with a good garden center and an agriculture agent for variety. This does make a big difference.
Do not give up on the lawn. I take it as a five year project. If a stand begins in year one, I fertilize every fall to support root growth, overseed every fall, and fertilize in early spring years three, four, five.
A high quality compost, alive, fine particle, and high in N is a good topdressing, usually in fall on top of seed (counting as a fertilization.)
Irrigating in dry periods is a good idea too.
Best of luck. Sorry I do not have experience specific to your region.
