I recently moved to the south shore of Long Island from a warmer climate. What's the best time to get started reseeding a lawn with bare patches? The patches are in spots that get the hottest sun in the summer; which types of grass are best - tall fescue, ryegrass?

I have never lived in that climate, so I don't know which grasses do best there.
You can best find out from your Agricultural Extension Agency, or you can put,,   lawn grasses in NY  in your search engine, and you should get up a list of sites that will give you information.
You would probably get on that list, the university agricultural department information too.
The temp of the soil determines what time to seed, so they would give you that information, and I have no idea about that.
