I would like to seed normal grass over sod. What do you think the right procedure would be for this process??

Dig up old sod or just dig up old sod that is dead and seed normal grass???

I am not sure what you mean by normal grass.
If you are wanting to overseed a lawn to get more grass or introduce another type of grass, you can just broadcast the seeds and water.
If you are wanting all the grass you presently hav to be gone, them you would probably have to remove it all first.
How you would procede depends on what kind of grass you have now, and what kind of grass you are wanting to grow.
Do you have a good sized nursery near you, with a credible nurseryman?
They would know best what kinds of grass do well in your area.
