Making liquid fertilizer

Two years ago I purchased a major brand of fertilizer containing weed killer.  This bag cost 35.00. The plastic bag has become brittle and the mix has absorbed moisture from the air. It is a 29-3-3 mix. The mixture will not spread and cannot be applied to the lawn per the instructions. Is there any means to make a liquid from this bag of fertilizer.  I hate to waste this bag. Any suggestions ? I considered mixing it into dry play sand or dry pelletized lime and apply it with my spreader.

Hi Dale;
Well, if you have radmy answers, you know I am TOTALLY against chemical fertilizers, especially ones with wed killer in them.
They CAUSE problems, they don't solve them.
Making a liquid of it, I would think, would pose even more of a danger of burning your lawn, and doing damage.
Chemicals do enough damage when they are fresh, and when they are added to liquids, they become even more unstable.
My advice would be to contact the city about how and where to dispose of hazardous materials, and get rid of it.
