I live in SE Tennessee.  I How can I best control burmuda grass invasion in my fescue lawn?

Sorry, but I don't have an answer for you.
I spent most of yesterday searching for an answer to that, and everything that will get rid of the burmuda, that I could fine, will also get rid of your fescue.
Best to talk to some of the nurserymen in your area.
I am not familiar  with growing fescue, as our climate here is too hot and dry for it.
