As soon as you put down the sugar, water it in well, to a depth of at least 6 inches.
The deep watering will encourage a deep root system, and it will liquify the sugar enough that it won't attract anything.
If you have a lot of stinging insects around, when your baby is outside, hang a few slices of fruit in a tree away from where the baby is playing. That fruit will attract the stinging insects to it, and help keep them away from people.
